Peacebuilding Fund
Statement by Mr. Harald Aspelund, Deputy-Permanent Representative of Iceland to the United Nations at the the launch of the Peacebuilding Fund.
Madam Chairperson
One of the most significant reforms decided by the Summit last year is now up and running. I would like to express appreciation for the efforts of so many to establish the Peacebuilding Commission, the Support Office and the Peacebuilding Organisational Committee.
It is clear that among the prerequisites for effective peacebuilding is an ability to act decisively and rapidly to build on what is often a very tenuous peace. This requires the availabilty of resources which can be targeted where they are needed quickly and efficiently.
The General Assembly Resolution requesting the Secretary-general to establish the fund was appropriately adopted under the item on follow-up to the Millennium Summit. It is appropriate because if we are to have any chance of achieving the Millenium Development Goals, then peacebuilding is an essential element. All efforts at development in an environment of conflict or latent conflict, are destined to run into the sand.
As a consistent supporter of the Peacebuilding concept, I am pleased to be able to inform you, Mr. President, that Iceland pledges an initial contribution to the Peacebuilding Fund of one million USD. As this is a standing fund which will need to be replenished on a regular basis, we will review the need for further contributions in the light of developments.
